An exciting opportunity has become available for a Transport Manager, working within our Fleet and Transport Services team, which is part of the Council’s Regeneration and Environment Directorate.  The Service supplies vehicles, maintenance, driver training and transport services to a wide range of Council departments that in turn provide essential services to the Rotherham community.

The post holder will be the lead nominated transport manager with overall legal responsibility and accountability for the Goods Vehicle Operators Licence and therefore responsible for maintaining standards of compliance not just for the LGV fleet, but to ensure excellent standards are maintained across all fleet vehicles, and where appropriate, externally procured sub-contractors.

This includes delivering the undertakings required, working in collaboration with internal and external customers, monitoring and auditing performance, and keeping records up to date for driving licences, driver CPC, digital tachographs, infringements, vehicle defects and training amongst a number of other key requirements.

The candidate will also be suitably qualified and experienced to provide current and relevant technical and industry expertise that will contribute to major programmes of change and innovation. These include, but are not limited to the Fleet Replacement Programme, procurement and implementation of vehicle telematics systems, route optimisation software, vehicle safety and compliance systems, and the development and implementation of fleet related Policy and delivery of driver training and compliance.  

The successful candidate will have:

  • A Certificate of Professional Competence (CPC) in Road Haulage and be able to evidence recent continued professional development (refresher training) and where they have kept abreast of industry updates and current legislation surrounding Goods Vehicle Operator Licencing. 
  • Current or recent experience of being a ‘Nominated Transport Manager’ (NTM) named as the person of professional repute on a Goods Vehicle Operators Licence in the UK. 
  • Current or recent practical experience of transport management of a mid to large vehicle fleet (50+) and able to demonstrate where systems and processes are maintained to evidence transport compliance in respect of the Goods Vehicle Operator Licence undertakings. 
  • Practical understanding of the ‘Operator Compliance Risk Score’ system, and how effective transport compliance contributes to a low-risk rating. The candidate should also be able to demonstrate understanding of the impact of a high-risk rating and what measures can be taken to prevent this. 
  • Knowledge of the DVSA’s ‘Earned recognition scheme’ and how to become a member of the scheme and maintain the required standards. 
  • Industry knowledge and experience in the driving, operating, and purchasing of vehicles, including LGV’s to ensure decision making around vehicle acquisition is underpinned by practical experience and in the best interests of the organisation. 
  • Experience of influencing and working collaboratively with stakeholders to ensure minimum standards and expectations are met. 
  • Demonstrable experience in leading and implementing a new initiative, project, or major change in an organisation. 
  • Use of fleet management software and Microsoft office packages, including Word, Excel and PowerPoint
  • Excellent time management skills and the ability to organise and deliver fluctuating demands
  • Deliver excellent standards of Health, Safety and Welfare management practice

Qualifications

  • CPC in Road Haulage
  • Minimum of category ‘C’ driving licence entitlement
  • Experience of being a nominated transport manager on a UK Operators’ Licence, for a fleet of 50+ vehicles
  • Minimum of IOSH level 3, ‘Managing Safely’
