We are looking for an enthusiastic and experienced leader to undertake the role of Service Manager – Highways & Traffic Management, within Southampton City Council’s Transport & Planning department.
You will provide the strategic direction for a multi-service team delivering a range of programmes, policy development and represent the Council as the client lead for the Southampton City Council & Balfour Beatty Living Places (BBLP) Highways Services Partnership.
The role must provide strong leadership, direction, coordination, and development, including staff with team leader responsibility and client leading programmes delivered by BBLP on behalf of the Council as part of the Highways Services Partnership. Ensuring teams and partners respond positively to the Council’s policy objectives and strategic direction, that also aligns with sub-regional and national policy.
About you:
As an individual, you will need to be able to evidence substantial theoretical and practical knowledge and experience across the disciplines of highways and traffic management and have a post-graduate level of education or equivalent professional experience.
Line management experience is essential, along with evidence of leading high performing teams, partnerships, and the successful delivery of large and complex programmes of work (policy and delivery). Budget management, all aspects of HR, and good knowledge of relative transport legislation is required. The role requires high levels of communication skills including successful negotiation and presenting complex and contentious information to a wide range of audiences.
Your base will be the Civic Offices, Southampton; however, the council has a flexible way of working, which involves home working.
