The London Borough of Merton is seeking an enforcement Officer in its’ internal Public Space Environment Enforcement Team.  Merton is situated at the end of Northern line and has excellent links with the surrounding area. 

We are looking for an enthusiastic person with strong people skills to join our Enforcement Team who deal with the illegal dumping of waste, litter and dog fouling in Merton. This is a key role in nurturing civic pride and we want people to be proud of their local areas, feeling more connected to local communities and making Merton a great place to live, work in and visit. We need to get the basics right so the residents across the Borough can benefit from cleaner streets and safer neighbourhoods.

What will you do?

You will work with and take guidance from the Senior Enforcement Officer to provide a comprehensive enforcement service for the street and green spaces environment including fly tipping, litter, dog fouling, nuisance vehicles, graffiti and fly posting.   You will take a technical lead, including maintaining an awareness of relevant legislation, regulations, guidance and case law, developing policies and procedures.

You will carry out and lead on investigations into relevant environmental crimes and deliver formal actions. You will ensure the reliable delivery of performance targets and performance management systems that secures high standard of service delivery to customers and stakeholders.

Within defined operating principles, you will make decisions on individual cases and issues that arise in managing case work to provide efficient resolution.

You will collate and transform data to produce reports, recommendations and other relevant information to advise the work of the Public Space Teams.

You will ensure, an effective level of integrated service delivery and strong partnership working, amongst contractors and key partner agencies and stakeholders.

What are we looking for?

We are looking for someone who can work using their own initiative while being responsive to and supporting the work of the Team and Division. You will have knowledge of existing legislation and industry best practice relevant to environmental enforcement, including abandoned vehicle and applicable DVLA requirements. You will understand PACE 1984 and RIPA 2000 requirements and the preparation of cases for legal / court action. You will understand the laws of evidence and be able to attend Magistrates Court / Crown Court to give evidence.

You will have knowledge and understanding of Neighbourhood Services service area(s); specifically waste management, street cleansing and grounds maintenance with the demonstrable ability to plan, co-ordinate and deliver a varied workload effectively to meet agreed and set targets.

The following special requirements are needed;

  • To possess a valid driving licence.
  • Prepared to work outside normal office hours (including weekends and Bank Holidays) as required in the interests of the service, including responding to emergencies.
