The Code of Practice on the English language requirement for public sector workers, Part 7 of the Immigration Act 2016 requires that Councils ensure that all candidates applying for customer facing posts must be assessed in order to establish their fluency in English.

The criteria under special knowledge and experience on the job profile which is shown in this advert outlines what level of fluency you will be expected to demonstrate. Therefore, it is essential that you provide examples in your application.

You will provide a comprehensive payment and advice service, based within HR Business Support Services.

The primary duties of the role are to calculate and process accurate payments working to strict deadlines.

You will undertake manual financial assessments of allowances to Adopters, Special Guardians and Residence

Providers, as well as using electronic systems for payments to Regulation 24 Temporary Approved Foster Carers and Short Break Payment Schemes.

The successful applicant must be:

  • Highly motivated, enthusiastic, confident, organised and able to communicate clearly and effectively at all levels.
  • Have proven customer service skills dealing professionally with both internal and external customers, face to face, in writing and by telephone
  • Must have a high level of numeracy and literacy, able to work accurately, paying strict attention to detail.
  • Able to calculate complex payments to Carers and Providers by following different processes for various payments schemes using systems such as ContrOCC and FCP (Foster Carer Payment) systems, as well as LCS & SystmOne and Microsoft packages.
  •  Able to carry out multiple tasks whilst prioritising their work within the processing timescales to ensure strict payment deadlines are adhered to.
  •  Able to assimilate complex and detailed information following financial processes and able to communicate to all relevant parties.
  •  Able to maintain and co-ordinate both manual and electronic files.
  •  A strong team player, who is reliable, flexible, can adapt to changing circumstances and is committed to the team and its goals.
  •  Must have a minimum of 3 years financial administrative experience, using relevant software to input and extract information for stakeholders.
  •  English & Maths grade A – C or 9 – 4 or equivalent
  •  NVQ Level 2 in Business Administration or equivalent
