The County Council is supporting the adoption of Family Hubs within the County, as part of the Children Young People and Families Partnership plans.  

The Lancashire Family Hubs will be a system-wide model that provides high-quality, holistic and whole-family support services for families from prior to conception, through the child's earliest years, through later childhood, up to the age of 19 (or 25 for young people with special educational needs and disabilities) in all 12 districts to improve the Children, Young People and Families Partnership shared outcomes.

Children and young people achieve their full potential in education, learning and future employment.   Children and young people enjoy heathy lifestyles and know how to help others.   Children, young people and families have a voice in shaping the support they receive.   Children and young people live in Lancashire where they can enjoy a good quality of life, be happy and want to stay.    There is a requirement for a Business Change Analyst - User Research - to support the delivery of the Family Hubs model in Lancashire. 

The role holder will use their expertise to support the Project Team in transforming the services in a clearer system-wide model – Lancashire Family Hubs Networks -, leading the transition within the complex environment of children and families' services and ensuring that service changes or adjustments, are based on feedback from children, young people and families so that these views are properly integrated into the plan for Family Hubs Networks and services.   

This role requires an all-rounder, a holistic thinker and a 'can-do' proactive individual of creative, inquisitive and adaptive (but organised!) nature, with integrity and care for the authority's services and work. The post holder will analyse and interpret complex data and organise it into meaningful and visual information, particularly in relation to reviewing and implementing service changes.  

The individual required for this role will need to hold the following competencies: 

  • Research skills. You understand and have experience of a range of user research methods. You can choose appropriate methods for different stages of the product life cycle and situations. You know how to apply methods correctly.  Analysis and synthesis. You can turn research data into clear findings that inform decisions. You know how to involve colleagues in analysis and synthesis to increase consensus and challenge assumptions.  Able to interrogate complex data.   Problem solving  Ability to identify achievable benefits and deliver clear outputs.  
  • Understanding linkage and integration across services is key as the ability to work collaboratively across areas and services is an essential.   A 'team player', interactive and collaborative who can also work independently confidently if needed.  Ability to apply a range of change management and analysis techniques flexibly and as appropriate.   Strong visualisation and presentation, facilitation and documentation skills – ability to present and facilitate confidently and diplomatically.   Strong report writing and documentation experience and ability to present complex information in flexible ways appropriate to audience.  
  • Strong interpersonal skills, promoting consensus and collaboration.   Track record of improving and embedding change both operationally and culturally.   Strong project experience and knowledge of project methodology, environment and approaches to manage, structure and deliver work.   Adaptability and able to respond effectively to varying needs and priorities. 

The Post Key Focus: Roles and Accountability 

Reporting to the Project Manager, the post holder will plan, design and carry out research activities with end users, practitioners, leaders and children, young people and families that help the project team get a deep understanding to shape Family Hubs Networks in Lancashire (service design).  

The postholder will:  

  • Identify users' (children, young people and families) behaviours, needs and motivations through ethnography, observation techniques, task analysis, focus groups, workshops, interviews, and other methodologies that incorporate the social context.   Incorporate significant involvement of users in research to generate deep understanding and uncover new opportunities for Family Hubs services. As well as, the quantification of different user populations and their needs, identifying target users and segments to maximise the chances of design success for services.   Include a range of users in research activities to capture the diversity of users of the services and to make these usable and accessible for everyone. 
  • Support the service design to deliver better outcomes and improve access to services, connection between services and relationships between children, young people and families and the services they need to achieve their potential.   Work with the Project Team and Local Crew to make sure relevant feedback (user stories) and user research results are considered in Family Hubs service design.
