As a result of this growth, the county has seen significant investment in both large and small infrastructure schemes in the last few years which has required changes to the way the Council works and engages with its residents and businesses.

We are looking for experienced and well-motivated staff to help shape the future delivery of the service as well as manage and coordinate works on the public highway.

The Network Management Services includes three Teams: Network Coordination, Civil Parking Enforcement and Traffic Control. The Network Coordination function ensures the smooth running of the network, coordinates utility, developer and private work on the highway, manages performance and minimises disruption to the travelling public, under the Oxfordshire Permit Scheme.

Environment and Place

The Environment and Place Directorate consists of approximately 800 staff supporting the County’s Highway, Waste, Property, Environment, Strategic Planning and Safety functions with many more people engaged in service delivery through our key supply chain or partner organisations.

Highways and Operations:

  • The services we deliver to residents and businesses of Oxfordshire include:
    Highway maintenance (including winter maintenance)
    Highway records
    Highway improvements and construction
    Flood risk management
    Road space management (including traffic control centre)
    Waste management
    Parking services
    Countryside management including two National Trails.

About you

You should have a professional qualification Level 6 (e.g. Degree) (or similar qualification in the relevant discipline) or substantial experience in the relevant specialist field of works. You will also have a management qualification (NVQ Level 3 (or equivalent)) or significant management experience within a similar place.

With significant experience of working within the New Roads and Street Works industry, including experience of working with or in a Permit Authority, you will have a sound knowledge of the latest legislative requirements as they relate to the identified specialist field. Ideally you will have previous experience of working at a similar level in Local Government.

Staff will be based at various locations across the County including Ron Groves House in Kidlington, which is the base of operations. We are currently operating a flexible working scheme involving working at home.

About the role

The post will report directly to the Group Manager for the Network Coordination function and will provide the technical lead to the Technical Officers and Officers (some of which are area based) on network coordination issues across the County.
