An exciting opportunity has arisen in the Highways, Transport & Climate Change Division, Neighbourhoods, Planning and Public Protection for a Group Leader Highway Development Control.

The Highway Development Control Group’s work is integral to the future development of Torfaen. The Group provides the Highway Authority’s advice on planning applications to the Local Planning Authority for development control purposes, providing administrative and technical support to protect the Highway Authority’s interests in respect of policies, legal agreements, licences, Sustainable Urban Drainage Systems (SUDS) and highway records and inventories.

The successful candidate will be responsible for the line management of all staff within the Team, work closely with colleagues across the Council, most notably the Local Planning Authority, and a wide range of stakeholders including developers, consultants and contractors.  They will also lead on and support the implementation of major strategic projects within the Section and across other Service Areas that may overlap with the operational role.

Qualifications / Experience:

  • Educated to a Degree level and/or have an appropriate professional qualification and/or have at least 5 years’ experience in a Senior Leadership role delivering these services - Desirable 
  • Detailed knowledge of the Highways Development Control Industry - Essential 
  • At least 5 years’ experience in leading Highways Development Control - Essential
