About the Post:

An exciting opportunity has arisen for 2 Engineers to join our extremely busy Highway Development Control, planning and S278 / S38 teams.

Reporting directly to Senior Engineers, within the Highway Development Control team, your main focus will be on supporting the Group Leader as consultees in the planning and land-use development control process. Your input will shape and improve the transportation infrastructure, which in turn enables residential and commercial development opportunities in the county borough. You will also be required to visit development sites and assess the transportation implications and impacts of a development on the transportation network and be able to relay the findings, both written and verbally, back to the Group Leader and wider team.

We are looking for those who will quickly understand the context of the council and can display their expertise and solid professional experience in achieving ambitious targets. To provide timely advice and recommendations to the local planning making sure that the Highways Authority's position is clearly represented.

Expect to be working with high volumes of applications in general highways and planning legislations.

You will provide a Highways Development Management perspective to the development of policy and strategy for the Local Transport Plan, and the Highway Authority. To facilitate economic sustainable development within the County in the context of the councils' policies and strategies.

You will check and approve technical submissions from developers in relation to highways works relating to new development proposals under the Section 38 or Section 278 Agreements of the Highways Act 1980.

You will also liaise with colleagues in the Transportation and Highway Design teams to ensure that appropriate standards and materials and that improvements required by developers to mitigate the impact of new development are identified and implemented.

We expect you to build and maintain a close working relationship with Senior Officers within the Council and to forge effective working relations with developers and other stakeholders in the borough to facilitate economic sustainable development.

This is an exciting and important role where you will be part of a dedicated expert technical team which will allow you to use that team expertise as well as use your own initiative when problem solving. With excellent communication and negotiation skills, you will need to work effectively with sections within transportation department but also engage and seek professional advice from engineering and planning officers alike, to consider the implications of proposed developments and seek any necessary improvements via the planning process

What you’ll need

To join us, you’ll need a professional or postgraduate qualification in a relevant discipline at level 4 and be able to evidence recent professional development in a related area.

You will have extensive experience in working in Highway Development Control and have experience in the assessment of Transport Assessments, Transport Statements and Travel Plans. You will have dealt with appeals through written representations and have attended planning committee

You will need to demonstrate extensive experience of the legislation and policy framework as it relates to Highways and Planning. Experience of negotiating contributions within the confines of S106, S278 and S38 agreements, for projects of varying complexities.

You will need to have political awareness and good communication and negotiation skills as well as experience of working with elected members.
