To provide operational delivery of a range of specialist professional and technical services for the Highways Group for any of the following Group functions, ensuring that they are high quality services in compliance with all relevant legislation, codes of practice and guidance, delivered within a performance management regime for LBTH JD and PS - Engineer the functions in accordance with the Council’s Highways Asset Management Plan (HAMP), and deliver planned, reactive and routine maintenance (and improvement) of a range of highways assets including, carriageways, footways, adopted public highway, including public rights of way, street lighting & illuminated street furniture & signage, street furniture, and highways structures and bridges, footway crossovers as well as local flood risk & water management.

Procurement, contract management and administration of relevant highways works & street lighting term service works contracts, as well as management and administration of relevant regional works framework contracts, and relevant professional services contracts signed up to.

As an Engineer within the Highways Group, the main aim of the role is to provide operational delivery of one, or more of the following specialist professional and technical services to ensure using Highways Asset Management principles, planned, reactive and routine maintenance (and improvement) of the following Council’s highways assets:

· Footways, carriageways and public rights of way – this also includes 1) ensuring that public highways are safe via risk assessed highway assets safety inspections to identify defects likely to create danger or serious inconvenience to users of the network and enforcement where required, 2) investigation of third party claims and liaising with the insurance team and highways works contractor to manage this, and 3) carrying out, and/or commissioning condition surveys to identify deficiencies, which if left untreated are like to adversely affect the long term performance, serviceability and safety of these assets e.g. visual surveys (CVI, DVI), SCANNER, SCRIM, etc.

· Street lighting and street furniture having an electrical connection – this also includes 1) ensuring that these assets are safe in operation via electrical safety and structural integrity testing, and 2) improvement, LED replacement and CMS.

· Highways structures and bridges – this also includes 1) the carrying out of structural surveys, 2) bridge weight limits, 3) management of abnormal loads, technical assessments/approvals (cranes, structures etc), and 4) General Inspections, Principal LBTH JD and PS - Engineer Inspections and Special Inspections and producing schedules of recommended repairs/remedial measures with recommended methods of repair, specifications and estimated costs.

· Flood risk assessment and interventions arising, water management also including 1) SUDS assessment of planning applications and schemes, 2) drainage/gully cleansing, replacement and repairs and 3) specialist drain surveys/testing.

· Responsibility for providing the winter service and emergency response.

· Robust contract management of highways & street lighting term service contracts (and relevant professional services contracts) ensuring that continuous improvement, performance measures and KPIs, value for money and best value are achieved.

· Footway crossovers.
