Job Details

We have an exciting opening for an experienced highway design engineer whose primary role will be ensuring the highway infrastructure being delivered by Homes England for the York Central development is designed and constructed to a standard which can be adopted by the Council. In addition the post holder will be responsible for leading on the commissioning and delivery of transport and highway projects associated with the York Central scheme

The York Central scheme, at the rear of the railway station, is one of the most important developments in the city with a high level of public interest. The £100m highway infrastructure project includes 2 bridges over the East Coast Mainline, approx. 2.5km of new highway, 5 sets of traffic signals, 2 level crossings and a Sustainable Urban Drainage System. The project has tight physical and programming constraints to ensure that the highway is completed by early 2025 with an additional key deadline that a section is open by autumn 2023 to enable the National Railway Museum to commence work on a transformational Central Hall scheme.

The post holder will need to be able to work both independently and through the management of consultants reviewing and approving designs and inspecting a wide range of construction activity. They will also need to be able to audit the contractor’s and designer’s technical assurance processes.

The post holder will report to the Council’s York Central Highway Authority Lead but be embedded in the developer’s technical assurance team where appropriate to minimise duplication of functions. They will also be responsible for the commissioning of consultants to undertake works associated with the project such as upgrading cycle routes in the surrounding area.

We are looking for a candidate with a broad background of highway design and construction experience who works well within a team ensuring high quality delivery outcomes.

The post will be based on the York Central site and in the Council’s Offices on Station Rise with working from home possible for some elements of the role.

As a new starter, your contractual location will be the designated council office for your team. Your working arrangements will vary according to your service and role, and the current Government guidance. For many roles, there will be more opportunities in the future for remote and hybrid working. However, this comes with the expectation that, as workplaces open up, there is likely to be an ongoing and occasional requirement to attend the workplace.
