Are you able to manage and direct a small, dedicated team of staff? If so, this could be the role for you.

This is an exciting opportunity to join Bolton Council’s Strategic Commissioning Team as the strategic commissioning lead for Start Well (Childrens) portfolio including:

Ø  Develop and lead the implementation of commissioning strategies for Children and Young people’s (Start Well) services covering SEND, LAC and Children with Disabilities.

Ø  Work with strategic partners to plan for and to develop new opportunities for young people and their families across Bolton.

Ø  Lead on the creation of innovative approaches to service development and design, commissioning and de-commissioning.

Ø  Continuous development of services by understanding the changing requirements around needs and ambitions of children.

Ø  Develop, monitor, and work with our local partners, young people, families and providers across Bolton to effectively manage the provider market.

Ø  Lead and assist in the planning, development, co-ordination, and delivery of an ongoing programme of strategic commissioning improvement projects. 

Provide effective challenge, support and project management across the directorates and partners to ensure that the improvement and integration strategies are effectively implemented.

About You

Ø  You are an experienced children’s commissioner or an experienced commissioner, with a strong understanding of childrens legislation and current policy and strategic context.

Ø  We are looking to recruit a highly motivated individual with great interpersonal skills and the capacity to forge excellent relationships and effective multi-agency working.

Ø  You will be an effective leader, influencer, decision-maker, with proven ability to improve services.  

Ø  You will be passionate and have the ability to work strategically on strategic commissioning.  

Ø  You will have the ability to deliver multiple projects within timescales while achieving required outcomes.

Ø  You will have excellent analytical skills and lateral thinking to develop creative and innovative solutions.

Ø  You will also have excellent IT skills, in particular Word, Outlook, PowerPoint, and Excel.

Ø  You will be positive about change and have experience of supporting innovation and culture change, to drive improvements across the council and Integrated Care Partnership.

Ø  You will have experience of overcoming barriers to deliver successful outcomes.

Ø  You must be able to work on your own initiative to help drive and enable improved outcomes for the people of Bolton.

About Us

You will be joining an established team that plays a crucial role in delivering the Department of People’s priorities around Start Well, Live Well, and Age Well.  This is an exciting time of change when the council is working more closely with local Health partners to reshape and join up service provision, as we look to better meet the needs of, and deliver successful outcomes for the people of Bolton. 

You will have a small Start Well Commissioning team to support and direct.
