Definitive Map and Search Technical Officer

We are seeking an enthusiastic, skilled and dedicated individual, preferably with experience of working within Public Rights of Way, looking to develop their career as a Definitive Map and Search Technical Officer. The successful applicant will join a busy and conscientious team and have extensive experience in using and applying GIS and mapping systems. 

As a successful applicant, you will need to demonstrate that you can communicate effectively, both verbally and in writing, and have good attention to detail. Applications from recent graduates are welcome.

The Role

We are looking for an enthusiastic person, who is passionate about the continuous improvement and reliable delivery of local services. They will undertake activities necessary to secure the continuous review of the Definitive Map and Statement of Public Rights of Way and the legal status of the highway network, under various pieces of legislation.  This includes undertaking research, investigations, assignments and site, client and case assessments and the drafting of legal orders. 

They will also manage the Highway Search Assistant and an apprentice and have a shared responsibility for corporate data resources including the Definitive Map & Statement, Network Management Information System & GIS Mapping Systems and will support the Principal Rights of Way & Records Officer, the Definitive Map &Search Officer and the Area Countryside Officers in providing high quality, digital information. They will assist with the continuous review and updating of the highway data set information utilised in the preparation of highway search responses. They will provide consultation responses to the Local Planning Authority on planning applications that may affect public rights of way and contribute to the provision of a high-quality service from Technical Services.

 

The Service Technical Services is responsible for the provision of three key functions across Northumberland. We manage, maintain and improve the highways​ and transport network, to make sure that everyone can travel safely and without significant delay or disruption, on our roads, footways and cycleways throughout the year. Alongside this, we arrange home to school transport and procure supported public transport services. We also provide the Lead Local Flood Authority and Coastal Protection Authority roles.

We manage investment of over £20m per year in highway maintenance and improvement schemes through the Local Transport Plan capital programme. Based within Technical Services Department, the Infrastructure Records Team contributes to the provision of a high-quality service from Technical Services.  It ensures the provision of a comprehensive service on the legal, procedural and administrative aspects of the Definitive Map and Statement of public rights of way and the publicly maintainable highway network.  

It organises the procedural and legal services which directly impact upon landowners, user groups, solicitors, search companies and the general public, commenting upon and helping to resolve contentious client contacts. 

The successful applicant will join the busy and conscientious team during a period of change and be someone who will contribute to a new direction for this developing service.
