Location: Hybrid working – expected to visit sites and County Hall, Northallerton

We’re looking for a Transport Planning Officer to join our Transport Planning team.
The transport planning team is part of the Network Strategy Group that sits within the Highways and Transportation Service Unit. The core functions of the Transport Planning team are transport strategy and policy development and dissemination, scheme identification, prioritisation and strategic budget allocation and management, service planning and strategic performance management, and providing transport planning support to the York, North Yorkshire and East Riding Local Enterprise Partnership as well as providing a lead role on strategic transport.
As our Transport Planning Officer you will provide transportation planning functions for the Highways and Transportation service unit including: preparation and maintenance of the LTP and associated documents, freight policy and strategic operational matters, cycling policy and strategic operational matters. You will also be responsible for the management of transport related air quality and noise issues, preparation of funding bids, integrated transport (major and minor) schemes identification, and providing transport planning advice and support to the council.
What you will bring:
You must have in depth knowledge of current guidance and legislation with respect to transport and other related issues e.g. planning and economic development as well as knowledge of traffic and transport modelling. Substantial experience of leading and participating in transport planning projects and working with multi-agency or community groups. You must also have a proven track record in project management and delivering projects to tight deadlines. You must have excellent communication skills, both oral and written, have the ability to makes decisions which influence a range of actions, projects and/or people, including the ability to successfully persuade, influence and/or negotiate with others (including senior officers and elected Members) in a range of situations.
