We have a great opportunity in Somerset to join our Highways and Transport Service. We are looking for an enthusiastic person to help develop and oversee delivery of our ambitious programme of highways and transport infrastructure improvements which includes new cycleways, junction improvements & road improvements as well as involvement in new bus and rail station infrastructure.

Our busy team commissions all highways and transport services for Somerset including passenger transport and parking services, highway maintenance, infrastructure programmes, rights of way, traffic management, engineering and road safety programmes.   We are responsible for developing policy and strategy, new transport plans and programmes for towns and transport corridors, active travel policy and programmes, plans for decarbonisation of the transport system, bids and business cases for new funding; and determining the most appropriate means of service delivery (considering in-house or contracted services including developing procurement strategies).   We work closely with the Council’s operational services who are responsible for delivery.

Here's what you can expect to be doing

You would assist in the development of our pipeline of highways and transport infrastructure improvements which are needed to improve strategic connections across Somerset and beyond, as well as to address more localised issues in our towns; to ensure continued economic growth; helping oversee schemes throughout their entire lifecycle from the conceptual stages through to completion of construction and ongoing monitoring. 

You will help take forward programmes and projects from an early stage and assist in developing and submitting compelling business cases for investment, working with funding bodies to secure a continued pipeline of investment. 

You will work closely with colleagues across the organisation as projects are developed in detail through the stages of option selection, consultation, design, planning, land acquisition and procurement.   You would retain a close interest in schemes during and beyond construction to ensure the desire strategic outcomes for the investment are achieved.

A few things about you

You will be/have:

  • Educated to degree level or equivalent through relevant professional development.
  • Experience in transport planning, infrastructure funding and infrastructure scheme development and delivery.
  • Demonstrable experience of partnership working including the ability to work with multi-agency groups and projects to deliver services and initiatives.
  • Demonstrable experience of engagement with communities and customer feedback channels to shape and inform improved services.

The Council’s duties and services

The Council’s duties and services are managed by the elected councillors (known within the Council as ‘members’) through its democratic structure.

In accordance with government legislation, the Unitary Council has:

  • Appointed a Leader of Council, who has formed a single party Executive of ten members (together they take key decisions and are responsible for the day-to-day running of the Council)
  • Five cross party Scrutiny Committees:
    • Scrutiny for Climate and Place
    • Scrutiny for Children and Families
    • Scrutiny for Adults and Health
    • Scrutiny for Communities
    • Scrutiny for Corporate and Resources
  • A Licensing and Regulatory Committee responsible for the Council’s licensing functions
  • A Strategic Planning Committee, along with 4 Area Planning Committees responsible for the Council’s planning and regulatory functions
  • A Health and Wellbeing Board involving representatives from several partners

The Unitary Council of 110 elected members is responsible for deciding the democratic arrangements for the Council, agreeing our policy framework and each year’s budget.
