Job Description

England’s Economic Heartland is the sub-national transport body covering the region from Swindon across to Cambridgeshire, and from Northamptonshire to Hertfordshire. As a net contributor to the economy, the region is of vital importance to the UK.

England’s Economic Heartland is the united voice for the region. We speak with a clear voice to government on the strategic infrastructure priorities required to unlock economic growth in the region while working towards net zero.

  • Our overarching transport strategy, 'Connecting People, Transforming Journeys' is a 30 year strategic vision for our transport system that puts the needs of businesses, individuals and the environment at the forefront of investment decisions.
  • Our work on wider strategic infrastructure is focused on making sure investment in transport, digital and utilities infrastructure is ‘joined up’.
  • Our work with partners is focused on identifying investment priorities, getting the funding secured and then delivering improvements to budget and on-time.

We are all about ‘Connecting People, Transforming Journeys’: connecting our cities, towns, and rural communities, not just by roads and rail but also through considering digital infrastructure and new innovations. Our philosophy centres around a need for stronger integration of investment across Government Departments and Agencies, creating a single, co-ordinated, case for investment in the strategic infrastructure of the region to ensure it has the right scale of impact and delivers for the people and businesses who call the Heartland home.
  
The Role  
We are at a critical time as the country emerges from the humanitarian and economic impact of Covid-19. The last 2 years has seen consumer habits shift irreversibly and with a growing expectation on employers offering a flexible approach to work, there has never been a more important time to ensure that the voice of our region is heard, and that investment is coordinated to deliver maximum impact for our communities and businesses.

As our Managing Director, you will work alongside our board of local authority leaders to provide strategic leadership and direction to the organisation. Working closely with partners across the region, you will shape the vision and evidence-base for investment in the region’s infrastructure and play a leading role in presenting the strongest possible case for funding to government.

You will work with partners across the region to raise our profile, to position the Heartland strategically to respond and benefit from Government policy and funding, as well as influencing future policy direction; particularly in transport decarbonisation and championing the immediate investment priorities for our region. You will lead the delivery of our regional transport strategy, jointly agreed by our member local authorities, implementing policies around greener transport systems, transforming public transport, digital technologies, improving local and rural connectivity, and supporting the freight sector while reducing its environmental impact. In addition to this, you will ensure strong financial management and be accountable for ensuring the governance framework is fit for purpose.
  
The impact of your work will be visible in how it connects people and businesses across our region. Whether by road, rail, or active travel modes, transport unlocks economic growth and improves the lives of our residents. You will have a high-profile role championing the region to a wider audience, harnessing new partnerships, and influencing policy through strategic thought-leadership.
  
The Person  
We are seeking an experienced planning or transport professional that understands multimodal transport systems and a place-based approach to planning. Whether from a public or private sector background, you will have sound technical knowledge and be able to work across a broad stakeholder group to effect change and coordinate plans and activities. Ideally, you will be well networked across the sector and into local authorities, DLUHC, DfT, National Highways and Network Rail. You will understand the link between transport planning and land use planning and be able to drive the right balance with planning for a decarbonised future. Your strategic background will enable you to connect individuals and organisations and align them to our purpose.
