Blackburn with Darwen Borough Council has approx. 640km of highway and the management of the Council’s most valuable tangible asset is a demanding role. We are looking for a person with the right knowledge, skills and experience to lead a team in delivering this essential service.

The Highway Asset Manager is responsible for the strategic management of all the council’s highway assets the total value is c£1.6Bn. They use asset and condition data to prioritise and maintain a 5 year programme of capital investment at the optimum time in the asset life cycle. The team provide excellent responsiveness and service to all stakeholders.

As the successful candidate you will possess leadership skills, have a proven track record of successfully developing and delivering service improvements, and you will also have a strong customer ethos, a collaborative approach and excellent communication skills.

Skills and experience required:

- Civil Engineering qualification is desirable
- NEC forms of contract
- Co-ordination and development of asset inventory data
- Deterioration modelling
- Lifecycle plans & whole-Life costs
- Monitoring and reporting of budgets
- Leading a team

The post holder will be accountable to the Head of Service for Highways, Transport and Networks and will be responsible for the strategic direction, policy, control and financial management of the staff and workload of the Asset Management team. Also to lead on the production and subsequent regular review of the Asset Management Plan including asset valuation and reporting to DfT.

The post holder will work alongside other Strategic Highways business managers comprising Flood Risk and Drainage, Network Management, Highway Inspections and PROW, Development Control and Design, Highway Operations and Street Lighting, Transport and the Traffic and Streetworks teams.

Required Qualifications:

Relevant degree or equivalent qualifications.

Relevant professional qualifications.
