The Role

The Councils’ Emergency Planning Unit is looking to recruit a forward-thinking, motivated and passionate individual to the role of Emergency Planning Officer. 

The Emergency Planning team ensure that plans are in place for the Councils to respond effectively to any external or internal incident. This requires detailed planning, delivery, testing and exercising of plans and response structures to ensure they are fit for purpose in the event of a major incident.

This post offers an exciting opportunity to lead the Emergency Planning team in meeting its responsibilities under the Civil Contingencies Act 2004, maintaining and improving its contingency planning and business continuity work.

The Emergency Planning Unit sits within Environment and Community Services and is primarily based in Wandsworth, with hot-desking facilities being available in Twickenham.

Job Purpose:

Reporting to the Deputy Director for Environment and Community Services, you will be responsible for embedding the Resilience Standards for London within Richmond and Wandsworth, while working to maintain and improve the emergency planning and business continuity arrangements across both boroughs.

You will:

  • Review, develop and amend the Councils’ Corporate Resilience Plan and Emergency Call-out Procedures booklet. 
  • Liaise with police, fire service, health services and others on aspects of emergency planning and business continuity, including designing and delivering training and exercises
  • Present to staff and contractors on the work of the Council with regard to emergency planning and/or business continuity.
  • Be required to participate in the Councils’ 24-hour response rota by being on-call standby at specific times.

To be shortlisted to interview for this position your application will clearly evidence:

  • Working knowledge of the Civil Contingencies Act 2004.
  • A clear understanding of the aims and objectives of emergency planning and business continuity, including experience implementing these in a relevant setting.
  • Familiarity with the Joint Emergency Services Interoperability Principles (JESIP) and experience of maintaining good relationships with stakeholders
  • Strong organisational skills and an ability to empower decision making within the team
  • Confident in managing a team through project delivery and rapidly changing priorities
  • Experience of using the Microsoft Office packages including, but not limited to, Word, Excel and Power Point.
