Our Team

The Resilience and Emergencies Team is responsible for ensuring the County Council is able to support the communities of North Yorkshire in responding to major incidents.  We work together with multi-agency partners to enable Council and other public services to respond effectively to emergencies.    

We coordinate the County Council’s arrangements for compliance with the Civil Contingencies Act and provide policy and secretariat support to the North Yorkshire Local Resilience Forum.    We are also responsible for an emergency planning service under service level agreements to six District Councils in the county to support and advise them in their emergency planning duties.   

The role

We are looking for either a Resilience and Emergency Officer or a Senior Resilience and Emergency Officer to join our Resilience and Emergencies Team. You will be responsible for supporting and maintaining the effective delivery of a high quality strategic and professional emergency planning and business continuity capability across the County Council. You will ensure the County Council as a category one responder complies with statutory requirements in accordance with the Civil Contingencies Act and other relevant legislation and provide resilience in delivery of its day to day activities and work with partner agencies to maintain the safety of communities in the event of an emergency incident.

Resilience and Emergency Officer

To be successful you must hold a degree or graduate capability, have a working knowledge and understanding of the statutory requirements relevant to the Civil Contingencies Act and have knowledge of issues relevant to business continuity. Ideally, you will have a working knowledge of relevant EP standards (COMAH, ISO, BS), and understanding of the structure and work of Local Resilience Forums and national, regional and local risk assessment, but this is not essential as training will be given. You must also have exceptional interpersonal, influencing and negotiating skills and have a proven track record in collating information and preparing and presenting reports to a variety of audiences as well as participation in briefing and advising senior managers and others on relevant issues.

Senior Resilience and Emergency Officer

To be successful you also need to be able to demonstrate a high level experience within an Emergency Planning and evidence of leading projects as well as providing solutions for problems with multiple resource implications.

Both roles require you to have the ability and willingness to:

  • be part of the County Council 24-hour / 365-day Resilience & Emergencies Duty Officer rota which will require work outside of normal hours including weekends, evenings and public holidays, for which an additional payment will be made
  • travel throughout the county without reliance on public transport.
