Procurement Manager - Sustainable Environment

Fixed Term, Full Time

Up to £38,000 per annum

Location: Chelmsford

Closing Date: 31st May 2021

Please note that this position is being offered as a Fixed Term Contract for a period of 12 months and we could consider both full time (37 hours per week) and part time (30 hours per week)

This position will initially, in line with current government guidance be based from home, with an expectation of being home based for the foreseeable future. However, if / when government guidelines change the role may then revert to being office based, which we would foresee as being a minimum of 1 and a maximum of 2 days out of 5 being Chelmsford based and we would welcome applications from candidates outside of a traditional commutable distance of Chelmsford.

The Role

The Authority's environmental ambitions are challenging, reaching net zero by 2035, which will involve driving down carbon emissions through our supply chain and supporting other Essex businesses in their net zero ambitions. This role will help to deliver these services for the future, working on new and innovative projects with colleagues directly responsible for delivering services. As a large team, Procurement operate across a wide range of categories and we are keen to recruit someone who can add value across the department, leading the way to sustainable procurement processes. An openness to learning new areas, a flexible approach and experience of working with a range of stakeholders will enable you to be successful in this role.

A thorough knowledge of climate change issues, opportunities, and challenges is desirable. With an understanding of current legislation and national/international energy policy, the natural environment, carbon reduction, climate change and/or sustainability policy issues alongside procurement regulations and processes.

Knowledge, Skills and Experience

  • Educated to degree level with a relevant professional qualification such as MCIPS or equivalent demonstrable work experience with evidence of continuing professional development.
  • Knowledge of category management and experience of using this methodology in complex commercial environments to deliver significant cost or service improvements.
  • A demonstrable track record of managing multi-million pound strategic contracts in business critical environments. This should include evidence of defining, measuring and improving key elements of supplier performance.
  • Experience of delivering continuous improvements in large, strategic arrangements with evidence of generating significant cost and service benefits.
  • Knowledge of contract law and legislation relevant to the specific category / categories within their control and its impact on market management, finance and contractual arrangements.
  • Comprehensive negotiating skills appropriate to multi million pound contracts and experience of planning and delivering successful negotiations.
  • Extensive knowledge of public sector procurement law or the desire to learn this quickly once within post, with an ability to explain the law to non-procurement staff and find pragmatic solutions to potential legal difficulties.
