This position will initially, in line with current government guidance be based from home, with an expectation of being home based for the foreseeable future. However, if / when government guidelines change the role may then revert to being office based, whilst retaining some flexible working options.

Job summary and responsibilities

Underpinning our workforce strategy is the recognition that we need to significantly enhance the approach to learning, focusing on building capabilities across the organisation that will allow us progress our strategic agenda.

We are looking to recruit a Senior Learning & Development consultant on an interim basis, for an initial period of 3 months, to help us strengthen the Business Partnering capability across the organisation. This person will help us to define our organisation's Business Partnering capability framework, relevant across different professional areas (e.g. HR, finance, Technology, Procurement…); support the establishment of a community of practice to enable sharing of learning and experiences; design a development plan to support the different roles that need to demonstrate "partnering" capabilities.

This role will be required to work across the organisation, build strong (and quick) rapport with senior leaders, and identify the critical conditions required in our organisational context for this initiative to succeed.

This role also works collaboratively across our function, Organisational Development and People & Service Transformation, maximising the contribution, value and credibility this practice makes throughout the organisation, both through own efforts and by supporting the activities of other teams.

Knowledge, Skills and Experience

With demonstrable experience in designing capability models across different professional groups, you will ideally have worked for a Local Authority (or public sector organisation) or can demonstrate a good understanding of local government organisations and context.

Alongside this you will have experience in researching across different teams and presenting complex information in a simple, straightforward way, enabling our senior leaders to make decisions. With sound knowledge of how to design and implement capability models (including skills, behaviours and mindsets), you will need to demonstrate evidence of supporting the development of capabilities across distributed teams in complex organisations (so not just for a single team or service).

We will expect you to have experience working with external professional bodies and professional frameworks (for example HR, Technology, Finance). And it will be highly advantageous if you can evidence experience in successfully enabling the upskilling of business partners in an organisation.

Please note that Essex County Council has determined that the off-payroll working rules will apply to this assignment and where a worker elects to provide their services through an intermediary (such as a personal services company) then income tax and primary national insurance contributions will be deducted at source from any payments made to the intermediary.

As part of employment with Essex County Council (ECC) should your role require a DBS check you will be required to register with the DBS update service. The DBS update service ensures all registered DBS certificates are kept up to date and allows authorised parties to view the status of your certificate.
