Green Infrastructure Planning Officer

Fixed Term, Full Time

Up to £34,017 per annum

Location: Chelmsford

Closing Date: 5th April 2021

On a two year fixed term contract, working as part of the Council's Environment and Climate Action Programme, you will support in the delivery of a suite of projects to address the impacts of climate change, to reduce the level of greenhouse gas emissions and building resilience to those changes which are already inevitable between now and 2050.

Working as part of the Climate Adaption and Mitigation team, the post holder will assist the delivery of the Essex Green Infrastructure Strategy action plan. Through, influencing, promoting and providing technical input to integrating green infrastructure in development by:

  • Responding and providing advice to planning applications, policy and Government consultations.
  • Effective project management methodologies to sustainability and green and blue infrastructure projects. Ensuring resources are used effectively in the delivery of projects, meeting timescales, including financial and delivery reporting.
  • GI action plans and GI projects and programmes
  • An increase in Biodiversity/Environmental Net Gain and the provision of Green Infrastructure

About the role

You will be responsible for providing expert advice and guidance which informs decision making across the Function and wider Council, building strong networks at local and regional level in respect of climate action, to explore external funding opportunities and to develop and maintain a broad understanding of the needs and concerns of stakeholder interests.

You will provide an intelligent client capacity on green and blue infrastructure issues, taking into consideration the wider Waste and Environment cross cutting issues, whilst attend public examinations etc. as the technical expert. You will be required to develop and deliver effective communication across partners and stakeholders, to maximise education and awareness. Raising the importance of green and blue infrastructure and its protection.

Working collaboratively with internal and external partners, you will share best practice, explore and realise opportunities for joint initiatives on climate action, identifying cost savings through the delivery of multi-function green and blue infrastructure.

You will provide technical advice and respond on; development proposals in Essex, to planning application consultations, and input into the review or development of Local Planning Authorities' strategic plans, planning studies, Supplementary Planning Documents, and policies such as Green Infrastructure Strategies.

You will ensure new development proposals in Essex integrate green and blue infrastructure early in the design (making refence to the Essex Green Infrastructure Strategy and the Essex Design Guide) and at planning stages.

Knowledge, Skills & Experience

Educated to degree level in a relevant environmental subject with experience in a relevant environment-based field, you will have an understanding of the national policies such as the 25 Year Environment Plan, the Environment Bill, the National Planning Policy Framework and its supporting Planning Practice Guidance.

You will bring with your project management experience, and successful delivery of project outcomes, specifically within the delivery of environmental initiatives. You will be confident in managing change to deliver improvements in efficiency and customer service in a complex, multi-stakeholder environment.

You should have a good understanding and knowledge of key environmental agencies and partners' remit in relation to green and blue infrastructure. This includes coastal and flood issues, waste and recycling, sustainability, energy and climate change. A knowledge of the planning system is also desirable, along with significant understanding of sustainability and environmental issues and their implications for Essex would be beneficial.

You should have a good understanding of the structure of local government, the role of elected Members and current issues facing local government, with confidence in building strong working relationships with key stakeholders, public, private and voluntary sector bodies which encourage collaborative and partnership objectives.

This position will initially, in line with current government guidance be based from home, with an expectation of being home based for the foreseeable future. However, when government guidelines change the role may then revert to being office based, whilst retaining some flexible working options.
