This role is a full time fixed term role for a period of six months.

Job Purpose

Technology Services (TS) is focused on ensuring current and future investment in technology maximises the opportunity to support Essex County Council (ECC) in meeting its strategic goals. Bringing a new focus to understanding and supporting the business functions will be key in exploiting technology options in a new and exciting way to deliver positive business outcomes.

The Change Coordinator operates within established frameworks within the TS Transformation Programme in order to deliver both IT Change and business driven change. Providing expertise in managing change, advice and support, this role will operate under guidance mobilising technical resource teams both internal and external to deliver the desired outcomes.

Service/Functional Accountabilities

Ensure the delivery and outcome of small changes delivered are aligned to TS and ECC's strategic direction. Whilst focusing on a customer satisfaction by managing small change in a timely fashion.

Deliver change where the process is likely to have been undertaken within ECC or elsewhere before and where there is likely to be a level of certainty about the nature of the requirements for the change and requirements are clear from the outset.

Responsible for stakeholder relationship management within owned changes and projects.

Responsible for effective management of risks associated with the work.

Responsibility for managing small change budgets, capturing spend and investment return where required.

Undertake all activities in line with TS and ECC governance processes.

Specific individual and shared targets and objectives are defined annually within the performance management framework.

Dimensions

Budgetary responsibility (direct or indirect impact): Accountable for change related budgets of up to £100K.

People management (including direct reports): Accountable for small project teams of up to 5 staff which may include Third party suppliers.

Breadth of role (level, contacts, impact on the Council): Contact with senior level internal stakeholders, Members and multiple external stakeholders. The role will manage small change and simple projects which may have an impact across the Council and carry reputational risk.

Skills, Knowledge and Experience

Educated to RQF level 3 (A level) or equivalent by experience.

Evidence of continual professional development to keep pace with technical and business change that meet defined SFIA V7 competencies

An understanding of a wide range of IT functions and services.

Good analytical skills, the ability to collect and interpret data and produce reports or advice designed to support operational decision-making.

Excellent communication and interpersonal skills and the ability to coach, negotiate, influence behaviour and motivate small teams.

Able to use discretion to resolve unexpected problems and can identify correctly when issues need to be escalated in respect of stakeholder management, planning, budget control, risk or quality management

Has experience of delivery of change and small projects within a local authority or other large organisation.
