Havering is a council with a bright future, an ambitious vision and high-profile growth agenda. The third largest London Borough covering an area of 11,227 hectares and 386 miles of highways we serve 106,000 households and circa 250,000 residents. As part of our continuing commitment to development and sustainability we are re-shaping our Neighbourhoods Directorate to form an Extended Management Team to work more collaboratively with our partners, our residents and our colleagues across the Council to deliver the priorities set within our Corporate Plan. Employee feedback tells us that we are a council people want to work for and one in which you will have the opportunity to thrive while maximising your contribution and career potential.

As Assistant Director of Public Realm you will provide the strategic direction for, and management of a range of services designed to ensure a clean environment in Havering, working in partnership with other agencies and to ensure the Council’s compliance with its statutory duties. Reporting to the Director of Neighbourhoods, you will lead on all commercial leadership for our highways, parking, and environmental services with two Group Managers reporting to the role. This includes strategy, market evaluation, contract tender procurement, risk management, pre and post contract evaluation, margin improvement and people development.

You must have specific experience of directly managing large scale multi-disciplinary local or central government contracts and outsourced services and experience of public sector procurement process, the development of tender documentation and the evaluation of submissions. And in-depth contemporary knowledge of Public Realm, Highways, Parking and Waste Management practices is pre-requisite.
