Overview

The Team Leader, Contracts will work alongside the Team Leader, Maintenance to develop and plan the delivery of contract management activities and associated contracts and frameworks, ensuring the Council maximises service outcomes in relation to value for money, quality of service and to the customer and performance in order to ensure efficient and effective service delivery to the people and community of Buckinghamshire.



About us

The Highways Service in Buckinghamshire is currently delivered by an integrated service provider, Ringway Jacobs. Buckinghamshire Council currently manages this contract which will run until March 2023. The client team are responsible for managing the Ringway Jacobs contract and other Highways services, with overall responsibility for managing an annual budget of circa £50 million.

The services delivered by the Highways Service are all routine and structural maintenance activities, Road safety, drainage schemes, major resurfacing projects, road structures, intelligent traffic systems, Network Management.

As well as managing their own teams, the successful applicant will assist the design, development and procurement of a new contract delivery model that needs to reflect the current and future needs of Buckinghamshire's highway users and in the context of a Unitary Authority.



About the role

This exciting opportunity will include being responsible for securing value for money and innovation from the service provider(s) in the delivery of the agreed contract outcomes. The post holder will have the opportunity to help to design a service fit for the future and able to accommodate the evolving needs and opportunities that the formation of a large Unitary Council offers. It will also involve working with the local Members and the wider community and in particular, support the local devolution agenda.

As part of this role the successful candidate will need to ensure efficient and effective service delivery to the people and community of Buckinghamshire. The role reports to the Commissioning and Contract Manager.



About you

You will be a highways professional, experienced in highways maintenance and contract management, with the ability to lead and motivate teams and to work within a political environment.


Skills & Experience
You will have extensive experience in highways maintenance and contract management, with a good knowledge of asset management, street works and traffic management. Experience in the use of the new forms of contracts such as NEC4 will be advantageous.

You will be able to demonstrate your experience of leading and motivating multi-disciplinary teams to achieve agreed outcomes with a demonstrable record of success and have the authority and credibility to build relationships and engage successfully at all levels in complex or politically sensitive situations.

Significant technical knowledge and operational contract management experience to establish constructive working relationships with the commissioned service providers will be complemented by being able to demonstrate your experience in controlling and monitoring revenue and/or capital budgets as well as direct and indirect staff resources e.g. consultants, shared organisation resources.

Experience in securing effective employee engagement and influencing staff, senior managers, members and other stakeholders to achieve agreed outcomes in a politically-led environment will be an advantage, as will auditing experience and involvement in commissioning new highways contract..

You will have excellent communication, persuasion and negotiating skills and experience in managing sensitive and contentious issues and diffusing confrontational situations.
