Overview

The Highways Community Liaison Manager will lead, manage and direct the Highways Community Liaison Team in interacting and liaising with local Members, local councils and our Community Boards, securing the delivery of community-based highways services

About us

The Highways Community Liaison Manager will join at an exciting and challenging time to help shape, develop and plan the delivery of community-based highways activities, ensuring that the service maximises its responsiveness to Member, stakeholders and community needs and priorities whilst maintaining value for money, performance and quality of service in collaboration with the wider service aims.

The post holder will also be responsible for delivery the Highways element of the related devolution agenda required by Buckinghamshire Council.



About the role

This is an exciting new role that will lead a team of Highways professionals delivering services at the heart of local communities.

The postholder will be the council's lead adviser in securing, managing and ensuring the successful delivery of community and locally based highways services and that appropriate arrangements and frameworks are in place for delivering safe and effective devolved highways services.

The successful candidate will lead and motivate the Highways Community Liaison team, which includes Customer Compliance Officers and Local Area Technicians, proactively developing professional knowledge, skills and behaviours to ensure the team is able to meet its key aims and objectives.

The postholder will be responsible for ensuring that communications and media activities for the highways service are appropriate and effective as well as providing expert advice on Member governance activities such as report writing and committee attendance.

As part of this role the successful candidate will need to ensure efficient and effective service delivery to the people and community of Buckinghamshire. The role reports directly to the Head of Highways.



About you

You will most likely be a highways professional, but will definitely be experienced in community engagement and working in a political environment with diplomatic skill and tact. You will also be a professional manager, with the ability to lead and motivate teams and work with a range of colleagues at a high level both internally and externally.


Skills & Experience

You will have extensive experience in working with the community, in a political environment and ideally with a highways maintenance background.

You will be able to demonstrate your experience of leading and motivating multi-disciplinary teams to achieve agreed outcomes with a demonstrable record of success and have the authority and credibility to build relationships and engage successfully at all levels in complex or politically sensitive situations.

Technical knowledge and operational contract management experience will be a distinct advantage, but the proven ability to establish constructive working relationships with stakeholders, colleagues and staff is critical. These skills will be complemented by being able to demonstrate your experience in controlling and monitoring budgets.

You will have excellent communication, persuasion and negotiating skills and experience in managing sensitive and contentious issues and diffusing confrontational situations.
