PATROL is a uniquely complex organisation comprising two unusually large local government joint committees that together enable motorists to appeal against penalty charge notices for traffic contraventions. 300 local authorities in England & Wales (outside London) fund PATROL so that it can meet its responsibilities and make provision for an independent tribunal (The Traffic Penalty Tribunal) to adjudicate on these matters, numbering over 37,000 penalty charge notices every year. From 2021 the Tribunal will also hear appeals against penalties issued for Clean Air Zone contraventions in England and Wales.
As Director of PATROL you will be accountable to the PATROL joint committees for embracing democratic governance within a regulatory framework, financial accountability, service delivery of an independent arms-length tribunal, together with national public information and policy-shaping. The scope of PATROL and the potential reach and implications of tribunal decisions mean that it enjoys a national profile in the transport and traffic area of public life, always under the spotlight of the media and the motoring public. PATROL is frequently expected to comment on government consultations and inquiries, including presenting oral evidence to the Transport Committee.
About the role
As Director of PATROL you will be responsible for leading and developing the organisation, continuously improving and modernising, in line with its reputation at the forefront of technological innovation. Your day-to-day management responsibilities will include ensuring that the adjudicators have sufficient resources to fulfil their statutory duty, managing the joint committees’ governance, regulatory obligations and accounting requirements, as well as fulfilling the general responsibilities of running a public sector organisation. You will act as principal advisor to elected members serving on the joint committees and play an important public affairs role, working closely with English and Welsh government departments and commenting on a range of consultations and inquiries.
You will be joining at an important time for PATROL and the Traffic Penalty Tribunal and will lead a five-year review to maintain the position, dynamism and quality of both organisations in their respective roles, as well as responding to new appeal streams and emerging challenges both within traffic management and wider considerations such as the COVID-19 epidemic.
To succeed in this role, your attributes as a leader are far more important than any particular organisation background, but we would expect you to bring significant leadership and management experience in a complex, customer facing organisation, as well as first-rate stakeholder management skills, working closely with a wide range of public sector partners. Your appetite and aptitude to deliver change and improvement will be of particular value.
Please note that although PATROL is based in Cheshire, the location of the role can be flexible providing the appointed Director can demonstrate they are meeting the expected outcomes for successful delivery in post.
