We need a visionary leader for our in-house team keeping our historic squares and streets clean, maintaining our parks and green spaces whilst ensuring that our residents receive a high quality refuse and recycling service.

This is both an exciting and challenging time for the service with a number of key transformational programmes across the service. The Council’s Executive recently approved a move to a neighbourhood model of service delivery, the post holder will be instrumental in the development and transition to a new structure and method of working, therefore a proven track record of delivering significant service transformation programmes is essential.

Other programmes of work will focus on reviewing the council’s recycling collection model, to improve efficiency and reduce sickness absence levels, introduction of an electric fleet and other initiatives to support the council’s target to be carbon neutral by 2030. This needs to be achieved with strong employee engagement solutions, whilst being customer focused is a key skill.

You will be working with a wide range of internal and external stakeholders so it is essential that you are politically astute with excellent written and verbal communication and influencing skills, to allow you to develop contacts and relationships with front line employees, customers, external organisations and internal contacts. You will be responsible for managing an allocated department budget, ensuring the service is fully compliant with all legislative, regulatory and council requirements.

This role is not for the faint hearted. You must be motivated to deliver results, passionate about the service and will be expected to take ownership of the development of your teams, as well as acting strategically to drive the service forward. Previous experience in a senior management position, preferably within the field of waste and/ or public realm and a history of demonstrating strong leadership skills would be an excellent fit for this position.

Reporting to the Assistant Director Transport Highways and Environment, the post is located in the Economy and Place Directorate.

Relocation expenses, in accordance with the City of York Council’s Relocation Policy, may be available for the successful candidate subject to meeting the relevant criteria

As this role is public facing, applicants will need to demonstrate, at interview, their competency to converse and provide advice and guidance to members of the public, in spoken English to CEFR level C2: Can express him/herself spontaneously at length with a natural conversational flow, avoiding or backtracking around any difficulty so smoothly that the person with whom they are conversing is hardly aware of it.
