Senior Environmental Health Officer

Our Residential Licensing Enforcement Team is seeking to recruit an exceptional Senior Environmental Health Officer on a permanent basis to support our work regulating the private rented sector, particularly getting all unlicensed HMOs licensed. We are also consulting on a selective licensing scheme and, when brought in, enforcement relevant to this scheme will form part of this posts remit.  The post reports to the Residential Licensing Enforcement Team Manager and, as we operate an integrated enforcement model, is required to work flexible hours, including early morning or late evening inspections of hard to access domestic premises alongside other agencies.

You will hold a BSc or Master’s degree in Environmental Health with EHRB or Chartered EHP status. You will be able to demonstrate an excellent knowledge of Housing Act and related legislation and be qualified in HHSRS, have strong written and verbal communication skills and a client-centered, methodical approach to investigation procedures, including cross partnership working. You will have an enforcement mindset and be fully competent in using the full range of enforcement tools available, including prosecutions and the service of civil penalty notices and able to represent the authority appropriately at tribunal hearings.

The successful candidate needs to have the professionalism, skills and abilities to manage a daily programme of complex and contentious cases and investigations whilst also providing supervision, technical support and upskilling to less experienced officers, ensuring compliance with adopted enforcement policy and procedures. You will need to be highly motivated and enthusiastic with a genuine commitment to achieve. You will also have an opportunity to expand your knowledge and skills through both internal and external training. This includes CPD opportunities and payment of a relevant professional membership fee.

You must be able to use stair access inside and outside of the office.

Applicants must possess a valid driving license and be able to provide daily use of a vehicle suitable for Council business.  Essential car user allowance and car loan are available.
