The Role:

The Network Management team in Royal Borough of Kensington and Chelsea is one of the country’s leading authorities in managing street and road works and your role within the team will be integral in making sure all planned works are co-ordinated effectively and that all associated fees are recovered from the utility companies. 

You will be responsible for regularly reviewing system performance, running reports and liaising with colleagues to identify any issues or enhancements that may be needed. You will also need to regularly engage with the system suppliers.

You will also be responsible for agreeing all relevant inspection and permit fee charges with utility companies including resolving disputes which will be evidence based driven.

About You:

We need a highly motivated individual who has a proven track record in managing Street Works databases and associated IT systems. Ideally this will include a knowledge of Confirm and the Department of Transports new Street Manager system for managing road works.

You should have excellent communication skills and have the ability to prioritise work to meet tight deadlines.  

Applicants should have a knowledge and understanding of the New Roads and Street Works Act 1991, Traffic Management Act 2004 and the Highways Act 1980. 

Role Requirements:

You will be responsible for managing and maintaining the Councils street works gazetteer and ensure it is kept up to date and submitted to Geoplace on a monthly basis. This will also include Identifying and correcting any errors in validation. 

You will manage the Street Works register and engage with the system supplier regularly regarding upgrades, issues and enhancements and will also be lead on the implementation of the Street Manager system which will also include ongoing monitoring and engagement with the Department of Transport to discuss potential enhancements to the system.

You will manage the defect reinstatement process, including escalations, ensuring all notifications are sent within the agreed timescales and where applicable works in default are carried out and recharged accordingly. This will require extensive engagement with utility representatives and their contractors 

You will lead on the financial control of all related street works charges and fees including permit application fees, Section 74 overrun charges, sample and defect fees, ensuring any disputes are settled and invoiced accordingly. 

We work in partnership with Hampshire County Council (HCC) who deliver many transactional services on our behalf. Although most communications will be from HCC, all selection and appointment decisions will be made by RBKC. Certain services are shared across more than one Council area to nearby neighbouring Authorities. This enhances delivery and reduces costs.
