About us

We have a number of fantastic opportunities in Somerset at various levels within our Highways Development Management service. We are looking for dynamic and enthusiastic people to join our team! We have roles that are both part time and full time, offering a flexible working environment.

Our busy team provides advice on a variety highways and transportation matters, including planning applications for new development across the county, working with developers to find solutions which unlock new housing and economic development. The team is an integral part of the planning process, dealing with the highways aspects of new development, overseeing transport assessments and travel plans prepared by developers, and authorising changes to the highway network such as the construction of new estate roads.

About the job

You will be working as part of a team of about twenty people in the Highways Development Management function. You would be responsible for the team which checks and reviews the proposed layout of new estate roads that will be built by developers as part of new development proposals (such as new housing estates, business parks, retail and employment areas) as part of the process of granting planning consent.

You will work with the planning authority and developers to make sure that road layouts are appropriate and comply with safety and accessibility standards and technical guidance as well as providing advice, guidance and support to managers and elected members. You would need to ensure the implementation and supervision of works. You will be responsible for ensuring that developers have appropriate financial cover in place and will process legal agreements and licenses necessary to enable construction to take place You would need to manage and determine the requirements of the Advance Payments Code legislation and apply it to schemes. You will be involved with a wide range of new development from small sites though to major enterprise zones and large extensions to our main towns including Taunton’s new garden communities.

Day to day activity will involve:

  • Manage your own caseload of a range of Estate Road applications
  • Provide advice and guidance to colleagues, as well as to developers on a wide range of Estate Road issues throughout the planning process.
  • Provide support to both Service and Strategic Managers on Estate Road matters
  • Undertake more complex investigations into major planning/political/technical issues.
  • Contribute to development, delivery and evaluation of the service improvement plan

About you

We would love to hear from you, if you;

  • Are educated to degree level or equivalent through relevant professional development.
  • Have experience of working within the planning system preferably with extensive experience of working in the Estate Roads discipline.
  • Are a confident communicator and approachable, with people at all levels.
  • Have engineering or other relevant technical or professional qualification .
  • Have demonstrable experience in the design or audit of new highway layouts would be beneficial.
  • Have ability to motivate and empower others.
  • Have ability to assess the implications of proposals and work with people to develop appropriate solutions (for example agreeing the design and layout of an estate with developers).
