Lincolnshire County Council's Technical Services Partnership (TSP) is looking for a Design Services Manager, which is a new and vital role in the team that provides the County's highway design and specialist asset management functions. Whilst assisting in the overall direction and oversight of TSP within the Highways service, the role will have responsibility for a number of specific teams depending upon the background of the successful candidate.

About the Team

TSP is the combination of Lincolnshire's Design Services and our professional services partner's (WSP's) Lincoln-based operation. This is a ground breaking partnership about to enter a new contract for up to 12 years, relying on co-location and integrated teams for its success. We deliver business-cases, feasibility, design and supervision for Lincolnshire's unprecedented capital programme of new and improvement highway schemes. We also provide these services for signs & lines and alongside specialist asset management for traffic signals, street lighting and structures. In addition, we provide technical expertise in drainage and flooding investigations and design and supervision of mitigation schemes.

Lincolnshire has one of the most extensive highways networks in the country, with all the challenges that a mix of rural, urban and coastal assets bring. Our Highways team is recognised as a leading light in the sector, being one of the two original "Band 3" authorities in the Department for Transport assessment, as well as winning the 2019 Highways Management award at the MJ awards.

About the Role

Working with the Head of Design Services and WSP's managers, you will provide leadership and direction in this professional engineering area, taking senior responsibility for up to four of our seven teams depending on your experience and background. The post holder will have a specific focus on performance and quality, whilst driving innovation and effective design and specialist asset management. The role will be expected to provide technical expertise in their area to the whole Highway service and be part of the wider Highway Leadership Team.

Through developing and maintaining strong, positive relationships with clients, colleagues, Elected Members and partners across all service areas, the post holder will contribute to a conscientious culture of proactive, future-focused service delivery that is accountable and engaging to our customers. About You

As we operate as a full-cost recovery trading account you will hold efficient and effective delivery to time, cost and quality central to everything you do, but without losing sight of the need for excellent relationships with all our stakeholders and a positive experience for our highway users.

We are seeking someone who combines excellent technical knowledge, independently proven through professional qualifications, with a dedication to proactive people and organisational management. With a passion for customer care, brilliant communication skills and an understanding of issues affecting all highway services, you will be able to play a key role in the delivery of services essential to sustain and grow Lincolnshire.
