We have a current vacancy for the role of Head of Asset Management, and we are looking for a dynamic individual to lead the service as we deliver on Property Strategy, Corporate Landlord, Compliance and Capital projects across the borough.

Reporting to the Assistant Director you will lead five teams of property professionals and the continuous improvement of the Council’s property services, be responsible for the review and delivery of the Council’s Corporate Asset Management Plan and ensuring it’s alignment with the Council’s priorities and improvement plans.

You will be the principal advisor to the Assistant Director, Strategic Director, Senior Leadership Team and Elected Members on all land and property related matters.

You will work with a wide range of partners and stakeholders, such as; Rotherham CCG, Rotherham NHS Foundation Trust, RDASH, Emergency Services RNN College and the Sheffield City Region Combined Authority, to get optimum results for Rotherham.

You will represent the Council, and support the Assistant Director on external bodies such as; Rotherham Integrated Health and Social Care Delivery Group, Sheffield City Region – Public Sector Asset Development Board, Rotherham Strategic Estates Group, South Yorkshire and Bassetlaw – Accountable Care System – Estates Board and the YORHub Board.

We are seeking a talented and inspirational professional within Asset Management who can;

  • Lead the Council’s Property Asset strategy development and delivery.
  • Lead and improve the Corporate Landlord function and Asset Management Governance.
  • Contribute to the Council’s budget process, advising the Directorate/Senior Leadership Team and Elected Members on service priorities and implications of budgetary options.
  • Pursue best practice and value for money within the Service through the establishment of effective systems of target setting, performance management and procurement.
  • Develop and foster effective relationships with external stakeholders, partners and agencies, representing and promoting the Council’s interests with these groups and encouraging a one public estate approach across the public sector.
  • Innovate to help improve our services
  • Lead on the delivery of key projects
  • Develop Asset Policy, Strategy and Plans
  • Add value and make the most of available resources

About the challenge

The post holder will be responsible for the overall management of the Asset Management Service and, as a member of the Planning, Regeneration & Transport Management Team, contribute at a strategic level on corporate issues important to the overall direction of the Council.

In order to support the Council’s requirement to save a further £41 million from its budget, by collective agreement, from 1st April 2017 to 31st March 2020 there is a temporary 1.15% pay reduction from the advertised substantive salary quoted, which will be spread out by means of a weekly/monthly deduction (dependent on pay frequency) from each pay period over the full financial year. In recognition of implementing this temporary measure three additional day’s leave (pro rata for part time workers and new starters in year) will be granted.
