Rutland is really proud of its Highways team – we’ve put a lot of work into getting the highest possible rating for our highways service, and with the investment we are making into Rutland’s highway network we can ensure that our roads and paths remain among some of the best in England. This is great news for our community and our visits – drivers, cyclists and pedestrians.

A bit about the role… This is the lead role for our Highways service with a remit to:

  • Ensure maintenance and improvement to the public highway, carriageways, footways, public rights of way, highway trees, road signing and lining, street lighting, traffic signals structures, and highway drainage as required by the Highways Act 1980.
  • Develop the highway capital programme
  • Commission and manage large scale contracts, including the highways maintenance contract and lead on the procurement and delivery of highway capital projects
  • Act as Construction Design and Management Coordinator on highways schemes
  • Administer authority functions as Lead Flood Authority and Sustainable Urban Drainage Approving Body

About you… This role provides a great breadth of experience and opportunity, so ideally you will have:

  • Relevant professional qualification such as a Degree/HNC in Civil Engineering or equivalent
  • Member of a relevant professional body - Institution of Civil Engineers, Chartered Institution Highways and Transportation
  • In depth understanding of Highway design, engineering, infrastructure and maintenance
  • Experience of delivering highway services and providing highways specific advice to senior leaders
  • Track record of commissioning and managing large contracts – acting as account manager
  • Great communication skills, engagement and partnership skills
  • Managerial experience within a political organisation
  • A style and approach that is about creating solutions, being analytical, enthusiastic and driven.

Why Rutland? Work that makes a difference to people’s lives in Rutland, in addition to structured salary reviews, payment of professional membership, local government pension scheme, discounted access to ‘Active Rutland’ keep fit activities and flexi-time, to name just a few!
