The Post

You will play a key role in the design and delivery of a commissioning strategy for Brent’s environmental services. A number of service contracts were deliberately aligned to end in 2023 and the Council has now initiated this strategic project seeking to achieve a better integration of these services, to improve how Brent’s public realm “looks and feels” to residents and visitors. 

The services in scope of this project include: waste and recycling collections; street cleansing; winter gritting; grounds maintenance; trees; highways maintenance; street lighting; CCTV maintenance; and parking, highways and enviro crime enforcement.

You will explore a range of potential delivery models for these services, from retendering them to bringing them in house, seeking out best practice and innovation from the UK and abroad. You will help ensure that our future environmental services meet the needs of residents, businesses and the environment, and that local people and businesses benefit economically from the services we provide. 

The Person

You will have a strong personal and professional interest in the vital contribution that high quality, safe public space provides to the health and well-being of residents, to the viability of local businesses and to a sustainable environment. 

An influential and persuasive communicator, you will be experienced and skilled at designing and delivering cultural change in a large complex organisation and using systems and technologies to improve customer focused service delivery and modernise work processes.

A proven project manager and team player, you will relish leading on a number of work streams within the commissioning programme, involving matrix management and supervision of virtual project teams working on service, finance and policy reviews, community engagement activities, market testing and depot strategy.

You will bring credibility to the programme through your ability to research, analyse and interpret complex and diverse data in order to present evidenced options and business cases for the future configuration of these services.
