About us

Here in Swindon we understand what matters to our residents: an affordable home, good education, job opportunities and quality of life in a great location, as one of the UK’s fastest growing towns.

That’s why we’re working with partners to deliver our ambitious vision for Swindon so that the borough continues to thrive in the future and benefits from well-managed growth, investment and regeneration.

We have wide ranging plans for developing the town centre, major upgrades to our road network, developing employment, leisure and retail opportunities in the town and facilitating over 20,000 new homes by 2026. We are working with a major leisure provider to develop a Snowdome facility in Swindon, which now has planning permission. We are also facilitating an exciting redevelopment scheme at Kimmerfields in the Town Centre, which will bring additional jobs, homes and retail into a prime site close to the railway station.

We now have an excellent opportunity for a Head of Highways and Transport to join us to help shape and drive forward our transformation agenda.

About the role

There has never been a better time to join us in this critical role as we embark on a number of ambitious and challenging projects that will be key to our transformation plans and be great for your own personal career aspirations.

You’ll lead the Highways and Transport teams on a day to day basis and develop the strategic positioning of the service so that it can be relied upon to provide an efficient and effective range of services for all areas of the Council and actively contribute to the delivery of the Council’s vision and pledges.

This senior leadership role will not only design and deliver a strategic direction that responds to the challenges faced by the council, and specifically the Highways and Transport service, but also be able to articulate that vision to all levels of the business and ensure the workforce are fully engaged in delivering customer focused services.

As part of the Directorates Senior Management Team, you will also have an opportunity to establish an influencing role not only within the Directorate but also in other service areas within the Council.

About you

Ideally you will be a chartered engineer but your ability to effect change and think strategically is more important.  You’ll have an excellent grounding in Highways and Transport operations. A strategic thinker, you’ll bring your change and transformation experience to this key leadership role, combining strong influencing, communication and stakeholder engagement skills.

You’ll be able to translate technical elements into simple actions and have a strong desire to do things differently, to add real value to the service.

You must be fluent in the English language (as a requirement of Part 7 of the Immigration Act – for the effective performance of a customer-facing role).

This is a fantastic opportunity to make your mark in a challenging role, allowing you to be involved in career defining projects, shaping the Highways and Transport department and influencing on a regional stage.

In return for your talents, we offer a range of benefits including:

  • Flexible working
  • 25 days holiday
  • A career average revalued earnings (CARE) pension scheme
  • Leisure Discounts/ Legal Services discounts
  • Eating Out, Shopping and Entertainment discounts

Swindon Borough Council is committed to equality and diversity in employment and encourages applications from all sections of the community.
