Principal Development Infrastructure Officer

Salary: £33,136 - £37,107 per annum

Highways play an essential role in our ambitions. We’re a rural county with the tenth largest road network in the country. As the highways authority, we look after 6,600km of road, 2,000 bridges, 900km of ditches, 120,000 gullies and 52,000 street lights. This network is growing too, with 9km of new highway every year, 9,500 planning applications every year and 700+ live development sites at any one time.
About the job
Reporting to the Service Manager, Development Engineering you will lead the team responsible for, manage and oversee, the implementation of developer led and third-party highway infrastructure delivery projects through effective technical administration of legal agreements and licences. You will establish and implement appropriate processes and measures to ensure service delivery quality standards are satisfied and monitor the performance of the team. You will develop working relationships with all developers, designers and contractors and oversee the implementation of multiple delivery programmes. You will undertake more complex investigations into major political/technical/legal issues associated with highway infrastructure delivered via agreements under Section 106 Town and Country Planning Act 1990 and Section 278 Highways Act 1980. You will also be expected to advocate serious complaints or ombudsman enquiries in a professional manner which protects and reflects the standards of the Council. You will prepare financial account reports principally relating to fee income, cash bonds, commuted sums and contributions.
You will have demonstrable experience in a project or legal agreement management role, preferably within a technical or engineering environment, with direct relationships with the customer or end user. The ideal candidate will possess excellent interpersonal communication and presentation skills with the ability to prepare and communicate technical information and data in a way which is accessible to a range of audiences. You will have proven experience in negotiating and liaising with clients, consultants, contractors, other public bodies and members of the public on complex and sensitive project, legal and technical matters. You will be able to successfully manage complex projects in a proactive and diligent manner and have a successful track record of managing teams and projects to high standards. You should be self-motivated, enthusiastic, confident, work well within a team and strive to be the best in your field. If you possess the above and have a “can do” approach we want to hear from you.
