The Role

We have exciting opportunities for Improvement and Asset Managers to join our highways service at North Yorkshire County Council. Both of these positions provide an excellent opportunity to join a highly-acclaimed service and local authority.

As an Improvement Manager you will work alongside the area manager, and other key staff. You will be responsible for a team of project engineers / highways officers, and will assist with the management of the area team to deliver a high quality service to the local community. Your duties will include managing the highway maintenance and improvement, development control and traffic management service as well as delivery of the annual capital programme and programmes of revenue work. Liaising with contractors and consultants to develop positive relationships and improve performance of partnership working across the highways North Yorkshire partnership is a key element of the role as well as fostering good relationships with elected members and the wider community of stakeholders we engage with. You will also assist in delivering our winter service in your capacity as duty manager on a standby rota basis as well as assisting with other emergencies; the role will include out of hours working.

Joining us as an Asset Manager, your core focus will be to own the Councils ‘asset life cycle’ approach to ensure the successful delivery against and, continuous improvement in, the council’s highway asset management strategy. In so doing, you must be able to communicate clearly a whole of asset life cycle approach to internal teams, external partners and stakeholders and to the customers and residents of North Yorkshire. This involves fostering effective and constructive working relationships with internal teams to deliver transformational change in identification and delivery of the highways capital works programme. As the key advocate for the council’s highway asset management strategy, you will articulate a clear policy narrative and where necessary, give direction, across a range of internal and external partners and stakeholders and set a positive and collaborative ‘can do’ culture.
